ORDINANCE 03-41

AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AUTHORIZING THE TRANSFER OF $80,000.00 FROM THE GENERAL FUND FUND BALANCE FOR NEW ACCOUNTING SOFTWARE, AWARDING THE CONTRACT FOR ACCOUNTING SOFTWARE TO CASELLE OF SPANISH FORK, UTAH AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS.

WHEREAS, The Finance department has experienced many problems with the current accounting software, Multiple Operations Manager (MOM), and the technicians at MOM's fixed the problems, but can't explain why the problems occurred; and.

WHEREAS, MOM's is a small company that is not keeping up with the City's current requirements and has only two customers in Alaska while Caselle has four customers including the City of Kenai, which just signed a contract; and

WHEREAS, The City's system's manager/computer technician does not like the language that MOM's is written in or the fact that MOM's has to take over the City's computer system to fix the many problems thus creating a large security problem; and

WHEREAS, The Finance Department has reviewed different accounting packages, Caselle, Great Plains and Springbrooks as examples, over the last three years, and has received proposals from two; and

WHEREAS, The Finance Department requests $80,000.00 from the General Fund Fund Balance to purchase and upgrade the accounting software to the Caselle accounting software and for training on the new software.

NOW, THEREFORE, BE IT ORDAINED by the City of Homer :

Section 1. That the transfer of $80,000.00 is hereby authorized from the General Fund Fund Balance to the Computer Upgrade Acct. 151.702 .

Section 2. That the contract for accounting software is hereby awarded to Caselle of Spanish Fork, Utah in the amount of $65,770.00.

Section 3. This ordinance is a budget amendment only, is not of a permanent nature and is a non code ordinance.
