ORDINANCE 03-42

AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AUTHORIZING THE TRANSFER OF IN AN AMOUNT NOT TO EXCEED THREE HUNDRED THOUSAND DOLLARS ($300,00.00) FROM THE HOMER ACCELERATED WATER AND SEWER PROGRAM (HAWSP) FOR THE WATER AND WASTEWATER MASTER PLAN AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS.

WHEREAS, The state appropriation of one hundred and twenty five thousand dollars ($125,000.00) for the Water and Wastewater Master Plan was vetoed by Governor Murkowski; and

WHEREAS, An RFP for the Water and Sewer Master Plan was advertised, issued and sealed proposals received on May 1, 2003; and

WHEREAS, The Mayor, City Council and Administration agree that a Water and Wastewater (Sewer) Master Plan is critical and listed it as the number one priority on the Capital Projects/Legislative Request list for 2003 after conducting a public hearing on September 9, 2002 and final adoption of Resolution 02-62(A) on September 23, 2002; and

WHEREAS, The Water and Wastewater Master Plan was also placed on the priority list to DEC as the number one priority for one hundred and fifty thousand dollars ($150,000.00) after conducting a public hearing on September 9, 2002 and final adoption of Resolution 02-60(A) on September 23, 2002; and

NOW, THEREFORE, the City of Homer Ordains:

Section 1. That the transfer of funds is hereby authorized in an amount not to exceed three hundred thousand dollars ($300,000.00) and is hereby appropriated as follows and that the City Manager is hereby authorized to execute the appropriate documents:
