ORDINANCE 03-48(A)

AN ORDINANCE OF THE HOMER CITY COUNCIL AMENDING HOMER CITY CODE SECTION 1.24.040, BYLAWS FOR COUNCIL PROCEDURE, SUBSECTION (D) REGULAR MEETINGS, TIME FROM 7:30 P.M. TO 7:00 P.M.

WHEREAS, The City Council Regular Meeting agendas have been consistently greater than four pages of items for action; and

WHEREAS, Council meetings have consistently been longer than four hours; and

WHEREAS, Those members of the Public in attendance at the Council meetings as well as the Mayor and Council and staff weary at the late meetings; and

WHEREAS, Starting one hour earlier may be of assistance in facilitating more efficient and effective meetings and public awareness and participation.

NOW, THEREFORE, THE CITY OF HOMER ORDAINS:

Section 1. That Homer City Code Section 1.24.040, Bylaws for Council Procedure, Subsection (d), Regular Meeting time is hereby amended to read as follows:

d. Regular meetings:

1. Second and fourth Mondays of each month at seven p.m., unless otherwise provided by two-thirds vote of the City Council;

2. The agenda shall be provided to each Councilmember thirty-six hours prior to meeting, by City Clerk;

3. Adding items to or removing items from the agenda will be by unanimous consent of the Council;

4. Public notice of a regular meeting shall be made as provided in chapter 1.14.

Section 2. This ordinance is of a permanent and general character and shall be included in the City Code.
