HOMER, ALASKA
AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA APPROPRIATING FUNDS FOR THE ACQUISITION OF LOT 7, TRACT B, NILS O. SVEDLUND AMENDED, ALSO KNOWN AS THE GLENN PARCEL.
WHEREAS, The City of Homer has a long standing and well documented interest in the Glenn Property and how it may ultimately be developed, and
WHEREAS, Proponents of the town square concept have noted for many years that this parcel was a key component of any plan to successfully develop a town square, and
WHEREAS, This parcel has frequently been described as an appropriate location for a civic anchor for the town square and it has at various times been the proposed site of the new library, new city hall, a civic and convention center, and various University of Alaska facilities, and
WHEREAS, The Homer City Council wishes to stimulate the development of a town square / town center because it would have broad and very positive impacts on the economy, quality of life, and physical development of the city, and
WHEREAS, The University of Alaska is the owner of the property and recently made it known that it intended to offer the property for sale this fall, and
WHEREAS, The City of Homer has priority status and the opportunity to purchase the property at appraised value without a competitive sale if the property is to be used for a public purpose, such as the development of a town square and/or location of a public building, and
WHEREAS, The City now has a unique opportunity to obtain this property in order to increase public control over how it is developed and promote and implement the town square development plan when it is adopted by the Council, and
WHEREAS, The City Manager has informed the University that the City is very interested in purchasing the property at appraised value, and
WHEREAS, The University’s Board of Regents has approved the sale of this parcel to the City.
NOW, THEREFORE, the City of Homer Ordains:

Section 1. That the Homer City Council finds that it is prudent and in the best interest of the City for it to acquire this property.
Section 2. That the Glenn Property, when obtained, shall be used to promote and implement the Town Square / Town Center Development Plan when it is adopted by the Council.
Section 3. That the Council hereby transfers $360,000.00 from the Capital Projects Fund to the Land Bank Fund, appropriates the same amount from the Land Bank for the purchase of the Glenn Property, and that the City Manager is authorized to execute the appropriate documents.
