ORDINANCE 04-06





AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, APPROPRIATING THE STATE HOMELAND SECURITY GRANT FOR MOTOROLA BRAND RADIOS AND COMMUNICATIONS EQUIPMENT AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS.

WHEREAS, On December 8, 2003 the City Council adopted Ordinance 03-64, accepting and appropriating a State Homeland Security Grant for First Responder Preparedness in the amount of $562,923.00; and

WHEREAS, The Security Grant is specifically directed towards the Homer Police Department needs for interoperable communications and will be used to upgrade the Homer Police Department Dispatch Center and to replace the existing radio system at the Police Department; and

WHEREAS, The Homer Police Department system upgrade needs to be compatible with the new statewide interoperable communications system, Alaska Land Mobile Radio (ALMR); and

WHEREAS, The State of Alaska and Department of Defense have awarded Motorola a sole source contract to design and install ALMR throughout Alaska; and

WHEREAS, ProComm Alaska is Motorola's only Alaska agent and manufacturer's representative and the only contractor authorized by Motorola to design, build and maintain the radio communications' systems for public safety answering points (PSAPS or 9-1-1 centers).

NOW, THEREFORE, the City of Homer Ordains:

Section 1. That the State Homeland Security Grant is hereby appropriated as follows and that the City Manager is hereby authorized to execute the appropriate documents:
