ORDINANCE 04-26
AN ORDINANCE OF THE CITY COUNCIL APPROPRIATING FUNDS IN THE AMOUNT OF $180,000.00 TO REPLACE OLD PVC WATER PIPE WITH HDPE PIPE ALONG EAST END ROAD AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS
WHEREAS, The Homer City Council has determined that it is advantageous to extend water and sewer lines along East End
Road as part of the East End Road reconstruction project being undertaken by the Alaska Department of Transportation and
Public Facilities (DOT/PF), and
WHEREAS, The City has secured a low interest loan from the Alaska Department of Environmental Conservation to finance
the extension of water and sewer lines and is currently working with the benefitted landowners to determine how they will
ultimately participate in sharing the cost of construction, and
WHEREAS, The road reconstruction and water and sewer line extensions have been combined as one project pursuant to an
agreement signed by DOT/PF and the City, and
WHEREAS, DOT/PF, acting in its capacity as project administer, recently suggested to the City that it would be beneficial for
a variety of reasons to replace the existing PVC water line with new HDPE pipe, and
WHEREAS, DOT/PF asked the City if it was interested in replacing this pipe and if it would share in the cost of doing so, and
WHEREAS, DOT/PF has proposed that it replace 2,100 meters of line and that the City replace the remaining 800 meters of
line; at an estimated cost to the City of $180,000, and
WHEREAS, The Department of Public Works has reviewed this request and recommends that the City participate at the
$180,000 level, and
WHEREAS, Public Works recommends that the funds come from unspent and unallocated money that remains in the DEC
grant account used to finance the new water tank and other improvements to the water distribution system.
WHEREAS, The Council understands that the City will be responsible for paying 30 percent of the requested $180,000 ( the
local match under this grant program) if this financing mechanism is used.

NOW, THEREFORE, the City of Homer Ordains:
Section 1. That the City Council hereby appropriates $180,000.00 for the East End Road PVC Pipe replacement as follows and
that the City Manager is hereby authorized to execute the appropriate documents:

Section 2. This ordinance is a budget amendment only, is not of a permanent nature and is a non code ordinance.
