ORDINANCE 04-54
AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA APPROPRIATING UNEXPENDED
GRANT FUNDS FROM THE BYPASS PROJECT TO THE EAST END ROAD WATER AND SEWER
EXTENSION PROJECT AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROPRIATE
DOCUMENTS
WHEREAS, The Homer City Council has determined that it is advantageous to extend water and sewer lines
along East End Road as part of the East End Road reconstruction project being undertaken by the Alaska
Department of Transportation and Public Facilities (DOT/PF), and
WHEREAS, The City has secured a low interest loan from the Alaska Department of Environmental
Conservation to finance the extension of water and sewer lines and is currently working with the benefitted
landowners to determine how they will ultimately participate in sharing the cost of construction, and
WHEREAS, The road reconstruction and water and sewer line extensions have been combined as one project
pursuant to an agreement signed by DOT/PF and the City, and
WHEREAS, Homer City Council adopted Ordinance 04-26 to appropriate $180,000.00 from the 1 MG Water
Tank Grant to replace old PVC water pipe with HDPE pipe in the East End Road Water and Sewer Extension
Project; and
WHEREAS, Additional funding is necessary to address the unforeseen costs of the East End Road Water and
Sewer Extension Project; and
WHEREAS, There are unexpended grant funds from the Bypass Sewer Project that are within the scope of the
grant to transfer to the East End Road Water and Sewer Extension Project.
NOW, THEREFORE, the City of Homer Ordains:
Section 1. That the City Council hereby appropriates $41,000.00 for the East End Road Water and Sewer
Extension Project as follows and that the City Manager is hereby authorized to execute the appropriate documents:
