ORDINANCE 05-24
AN ORDINANCE OF THE HOMER CITY COUNCIL ACCEPTING AND APPROPRIATING A FEDERAL
APPROPRIATION FOR ARCTIC WINTER GAMES RELATED TRANSPORTATION IMPROVEMENTS AT
THE HOMER ICE RINK / MULTI-PURPOSE FACILITY AND PROVIDING FOR A LOCAL MATCH AND
AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS.
WHEREAS, The City of Homer has entered into Cooperative Agreements with the Kenai Peninsula Borough and the Homer Hockey Association to facilitate construction of the new ice arena and bring Arctic Winter Games events to Homer, and
WHEREAS, The Alaska Department of Transportation and Public Facilities (ADOT/PF) has received a Federal
appropriation in the amount of $940,418.60 for transportation improvements related to the Arctic Winter Games,
and
WHEREAS, The Arctic Winter Games Host Committee has allocated $400,000 of this appropriation for
transportation improvements in Homer, and
WHEREAS, The City will be required to administer these funds and work with ADOT/PF on project management
and construction, and
WHEREAS, A local match of 9.03% is required and must be guaranteed by the City before DOT/PF can begin
work on this project or authorize the release of any funding.
NOW , THEREFORE, BE IT ORDAINED by the City of Homer:
Section 1. The Homer City Council hereby accepts and appropriates a Federal appropriation in the amount of
$400,000 for transportation improvements at the ice rink and authorizes the City Manager to execute the
appropriate document and Council hereby approves and appropriates a local match in an amount not to exceed
$36,120.00 which shall be a combination of cash, in-kind contributions, private donations as follows:
