ORDINANCE 05-26(A)



AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE 2005 BUDGET TO IMPLEMENT ORDINANCE 05-03(A), PROPOSITION OF MARCH 22, 2005 ELECTION, RESOLUTION 05-36, AND INCREASING THE ELECTION BUDGET.

WHEREAS, Ordinance 05-03(A), was adopted by the City Council on February 14, 2005 calling for a Special Election on March 22, 2005 regarding a sales tax increase of one percent, which also reduced the property tax one mil if the sales tax increase passed; and

WHEREAS, The sales tax increase passed with a 504/Yes and 293/No vote; and

WHEREAS, The Election results were certified via Resolution 05-40(S) on March 29, 2005; and

WHEREAS, The Sales tax increase was effective April 1, 2005; and

WHEREAS, Council adopted Resolution 05-36, Authorizing the Lifting of the Temporary Hiring Freeze on Vacant Positions Imposed by Resolution 04-107 for Certain Positions Due to Emergency, on March 29, 2005; and

WHEREAS, Certain budget adjustments are required to implement Resolution 05-36; and

WHEREAS, The Special Election costs reduced the Election Budget and reimbursement was requested by the City Clerk to facilitate the October election costs.

NOW, THEREFORE, BE IT ORDAINED by the City of Homer :

Section 1. That the City Council hereby amends the 2005 Budget to implement the sales tax increase, property tax reduction, lifting of the temporary hiring freeze and to increase the election budget as follows:

1. Reduce Property Tax 100-005-4101 by $363,842 to $1,697,259

Increase Sales Tax 100-010-4201 by $363,842 to $3,121,724

due to approval of new sales tax rate

2. Add back Temp Parks Maintenance position

Increased Sales tax 100-010-4201 by $11,118 to $3,132,842




Expense

PT Employee 100-175-5103 by $9,335 to $66,182

Fringe Benefits PT 100-175-5104 by $1,783 to $12,640

3. Increase Elections budget for cost of special election

Increase Sales Tax 100-010-4201 by $4,440 to $3,137,282

Expense

PT Employee 100-102-5103 by $756 to $3,468

Fringe Benefits PT 100-102-5104 by $128 to $450

Part Time OT 100-102-5107 by $728 to $728
