ORDINANCE 06-02

AN ORDINANCE OF THE CITY COUNCIL AUTHORIZING THE EXPENDITURE OF HOMER ACCELERATED WATER AND SEWER PROGRAM (HAWSP) FUNDS IN THE AMOUNT OF $98,000.00 FOR CONSTRUCTING AN ALTERNATIVE ACCESS TO PRESSURE REDUCING VALVE (PRV) STATIONS AT MID HILL AND HILLTOP STATIONS.

WHEREAS, The City Council adopted Ordinance 02-47 on November 25, 2002, Accepting and Appropriating a State Department of Environmental Conservation Grant in the Amount of $1,572,000.00 and Appropriating a Match of $673,714.00 from the Homer Accelerated Water and Sewer Program for a One Million Gallon Storage Reservoir; and

WHEREAS, The tank was constructed in 2003 at a cost of approximately $1.5 million; and

WHEREAS, In 2005 the City initiated the second phase of the project, which was the design of transmission main improvements or Pressure Reducing Valve (PRV) Station Replacements; and

WHEREAS, The PRV Station Replacement Project was awarded by the City Council via Resolution 05-94(S), adopted on September 26, 2005, for the Replacement of Homer Hill Top and Mid Hill PRV Stations to the Firm of Twin Peaks Construction, Inc. of Anchor Point, Alaska in an Amount not to Exceed $654,069.00; and

WHEREAS, The access improvements were not awarded based on the cost, $250,000.00; and

WHEREAS, Public Works and Twin Peaks have reevaluated the access improvements and recommend an alternative that is estimated to cost $98,000.00; and

WHEREAS, The PRV Station alternative access consists of an eight foot wide trail and simple timber stairway.

NOW, THEREFORE, the City of Homer Ordains:

Section 1. That use of the HAWSP Funds is hereby authorized for the construction of the Homer Hill Top and Mid Hill PRV Station alternative access:
