AN ORDINANCE OF THE CITY COUNCIL OF HOMER, APPROPRIATING FUNDS IN THE AMOUNT OF $135,500.00 FROM HOMER ACCELERATED WATER SEWER PROGRAM (HAWSP) FOR INSTALLATION OF THE PAINTBRUSH STREET BOOSTER STATION AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS.
WHEREAS, The water main in Paintbrush Street was extended into Block 6 of the Bayview Gardens Subdivision in 1981 and due to the elevation of the neighborhood, the main has never had the pressure that is normally expected on a City water main; and
WHEREAS, Normal low pressures can degenerate into negative pressures during high flow periods resulting in residents installing pressure tanks in their home to help mitigate this problem, however the problem still exists; and
WHEREAS, ADEC visited Homer and completed a Sanitary Survey, which serves the purpose of identifying problems with Class A public water systems that could negatively impact public health; and
WHEREAS, The results of the survey identified the low pressures on the Paintbrush main as a potential health problem, stating that “Paintbrush Street was identified as a portion of the distribution system that does not consistently provide adequate pressure” and “Low system pressure increases the risk of contamination and resulting in water borne disease”; and
WHEREAS, ADEC recommends that installation of a Booster Station should be of highest priority due to the public health implications of low pressure; and
WHEREAS, This problem must be remedied. The cost to install a booster system is as follows:
Purchase Booster Station $66,000.00
Installation $44,500.00
Design and Construction $25,500.00
Total Project Cost $135,500.00

Section 1. That use of the HAWSP Funds is hereby authorized for installation of the Paintbrush Booster Station:
