ORDINANCE 07-12

 

AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE FISCAL YEAR 2007 OPERATING BUDGET IN THE AMOUNT OF $53,919 TO PROVIDE FOR THE OCCUPATION OF THE OLD LIBRARY BUILDING BY THE PLANNING DIVISION ON A SHORT TERM BASIS AND ESTABLISHING A TRANSITION PLAN.

 

            WHEREAS, The City Hall building is rapidly exceeding its useful life and its ability to serve the public is diminished because it has extremely limited office, storage, and meeting space; and

 

            WHEREAS, The Planning Division currently works within extremely crowded conditions and it has no room for expansion, no privacy for confidential conversations, and limited area in which to meet with and serve the public; and

 

            WHEREAS, The new Homer Public Library was completed in the fall of 2006 and the old library is currently vacant; and

 

            WHEREAS, It was the Council’s original intent to sell the old library building and use the proceeds to pay down the City’s debt on the new library; and

 

            WHEREAS, Planning has begun for the construction of a new City Hall and it is anticipated that the new building can be ready for occupancy within two to three years; and

 

            WHEREAS, The Council sees an opportunity to achieve multiple objectives by paying down the debt on the new library, providing temporary relief for the Planning Division, providing better service to the public, and placing City owned land on the tax rolls; and

 

            WHEREAS, it is estimated that capital improvements needed in the old library building will total $33,164 (Memorandum 07-35) and that maintenance and operational costs for FY 2007 will be $20,755.

 

            NOW, THEREFORE, BE IT ORDAINED by the City of Homer:

 

            Section 1.  The City Council hereby adopts the following transition plan regarding the old public library building and authorizes the City Manager to take the appropriate and necessary actions to implement the plan.

 

  1. Subdivide the old library property as suggested in the recently completed appraisal and place the newly created lot fronting Main Street up for sale by competitive bid.
  2. Use the proceeds of the property sale to pay down the debt on the new library building. Prepare the necessary ordinance.
  3. After the sale is completed, prepare a budget amendment ordinance that appropriates additional money to pay down the debt equal to the difference between $550,000 (the amount pledged as a local match from the sale of the library building) and the revenue from the sale. The net result shall be that the Council meets its pledge of contributing $550,000 as a local match and reduces the City’s debt by the same amount.
  4. Move the Planning Division into the old library building on a temporary basis until a new City Hall is constructed.
  5. Provide the Council with a list of options for the Old Library Building after the new City Hall is constructed.

      Section 3: This ordinance is a budget amendment only, is not of a permanent nature, and is a non code ordinance.
