ORDINANCE 07-22

 

AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE FY 2007 OPERATING BUDGET BY APPROPRIATING $53,000.00 FOR A MICROWAVE REPEATER, AUTHORIZING A SOLE SOURCE PROCUREMENT CONTRACT WITH PROCOMM ALASKA, AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS.

 

            WHEREAS, There are two repeater sites for the public safety radio system, the primary site located at the Homer Spit near the harbor maintenance building, and the secondary site at the water treatment plant on Skyline Drive; and

 

            WHEREAS, Connectivity to the primary repeater site at the Homer Spit location is via a leased phone line circuit; and

 

            WHEREAS, Since last fall the Homer Police Department has been fighting problems with the phone line circuit due to their age and corrosion in inaccessible places; and

 

            WHEREAS, The signal to noise ratio fluctuates in and out of the tolerances the Department’s radio equipment can work with, several times a day; and

 

            WHEREAS, This occurance causes the phone line link to quit working, without warning, day or night; and

 

            WHEREAS, An officer can be on a serious call talking with dispatch and other officers one minute and is suddenly cut off from communications, resulting in calls for help not heard; and

 

            WHEREAS, Options for a reliable circuit have been explored by ACS unsuccessfully, the only practical alternative being a microwave link; and

 

            WHEREAS, ProComm Alaska initially designed and installed the existing equipment at the repeater site, radios and equipment at the dispatch center, is the sole Motorola service and equipment source in Alaska and is uniquely qualified to integrate a new microwave link into the system, having system profiles well mapped out; and

 

            WHEREAS, ProComm Alaska has provided a proposal and quote of $53,000.00 for a microwave link to fix the connectivity problem that will be a licensed system in the public safety band capable of expansion for future needs; and  

           

            WHEREAS, The Chief of Police and the City Systems Manager have reviewed this proposal, concluded it is in the City’s best interest, and meets the requirements of the City’s adopted procurement policies.

 

            NOW, THEREFORE, the City of Homer Ordains and the City Council finds that:

 

            Section 1. A public emergency exists with respect to the Police Department communication system at HPD 1; the repeater link at the Homer Spit and that the FY 2007 Operating Budget should be amended to provide an appropriation to address this emergency. The Council finds further that a sole source procurement contract with ProComm Alaska is warranted.

            Section 2. The City Manager is authorized to execute the appropriate documents and to proceed with the sole source procurement.

 

            Section 3. This ordinance is a budget amendment only, is not of a permanent nature and is a non code ordinance.
