ORDINANCE 07-23
AN ORDINANCE OF THE
WHEREAS, The Homer Spit Trail has become increasingly popular and usage continues to grow every year; and
WHEREAS, It is anticipated that the Trail will be completed all the way to End of the Road Park within the next two years; and
WHEREAS, Increased use of the trail has resulted in an increased demand for parking from trail users; and
WHEREAS, The parking lot at the beginning of the trail is inadequate to handle demand during peak periods which frequently results in trail users parking in locations that create safety hazards for both motorists and pedestrians; and
WHEREAS, The City Council has discussed several options to remedy this problem and has requested that the City Administration bring it a recommended solution complete with a project description and proposed budget; and
WHEREAS, The Public Works Department has recommended that the most viable short term option is to expand the existing parking lot to the East and has submitted a plan and proposed budget to do so.
Section 1. It is in the interest of the City to appropriate capital project money toward expanding the existing parking lot at the beginning of the Homer Spit Trail. The Council hereby approves the capital project described by the Public Works Department, a copy of which is attached and incorporated herein, and appropriates $106,000.00 for that purpose.

Section 2. The City Manager is authorized to execute the appropriate documents.
Section 3. This ordinance is a budget amendment only, is not of a permanent nature and is a non code ordinance.
