ORDINANCE 07-26(A)

 

AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA ACCEPTING AND APPROPRIATING A NEW AUTOMATED FINGERPRINT SYSTEM GRANT IN THE AMOUNT OF $40,946.00 THROUGH THE DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT, AUTHORIZING A SOLE SOURCE PURCHASE TO CROSSMATCH TECHNOLOGIES, INC. AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE THE APPROPRIATE DOCUMENTS.

 

            WHEREAS, The purpose and objective of this grant is to purchase a new automated fingerprint system to include installation and training to aid in crime solving, recognizing outstanding warrants, substantial criminal history, and illegal alien status; and

 

            WHEREAS, The fingerprint system is a live scan system that instantly records fingerprints in a digital format and allows for transmit directly into the national data base for immediate suspect identification and crime lab comparisons; and

 

            WHEREAS, The grant award is based on leftover funds from the FY 2005 Federal Grant Program that were not expended and because of the nature of the grant award it requires that funds are spent quickly to meet the FY 2005 expenditure date deadlines; and

 

            WHEREAS, Crossmatch Technologies, Inc. has worked with the State Department of Corrections to develop a live scan system which is compatible with existing equipment and currently in use by Alaskan corrections agencies and the Alaska Public Safety Information Network; and

 

            WHEREAS, The live scan system LSCAN 1000P developed by Crossmatch Technologies, Inc. is the only system proven to work well in Alaska and interface properly; and


            NOW, THEREFORE, the City of Homer Ordains:

Section 1. That the City Council hereby accepts and appropriates a grant through the Division of Homeland Security and Emergency Management for a new Automated Fingerprint System in the amount of $40,946.00 and the sole source purchase with Crossmatch Technologies, Inc. as follows and hereby authorizes the City Manager or his designee to execute the appropriate documents:
