AN
ORDINANCE OF THE
WHEREAS, Non profit organizations in Homer provide positive activities for area youth and recreational activities for all age groups at an affordable price; and
WHEREAS, Through HHA sponsored programs, the ice rink serves 1,300 young people and attracts over 5,000 visitors annually who use the facility for hockey, figure skating, broomball, open public skates, and specialty events such as the school hockey program, private parties, community teen skating; and
WHEREAS, The ice rink and the programs which take place there provide a major economic benefit to the community in the winter months through increased business at hotels, B&Bs, retail outlets, grocery stores, and restaurants and the associated increase in sales tax revenue; and
WHEREAS, HHA generates revenues through user fees, advertising, registrations, and donations which equals approximately 85% of its operating costs; and
WHEREAS, HHA has raised over $200,000 in local contributions; and
WHEREAS, HHA is seeking long term solutions to its budget gap and wishes to obtain financial stability; and
WHEREAS, HHA advises that the facility will shut down in April of 2008 until September of 2008, but lease payments of approximately $8,000 will continue to be due each month; and
WHEREAS, The Council recognizes the ongoing financial difficulty placed on non profit organizations; and
WHEREAS, The Council acknowledges the benefits to the economy and community of non profit organizations.
Section 1: The FY 2008 Operating Budget is hereby amended by appropriating an additional $50,000 to the Homer Foundation to be used for such purposes as shall be determined by this ordinance and the Homer Foundation as follows:
