AN
ORDINANCE OF THE
WHEREAS, The Port and Harbor Advisory Commission and the Advisory Planning Commission recently conducted a joint workshop regarding parking issues and concerns on the Homer Spit; and
WHEREAS, The two Commissions provided a set of recommendations to the Council regarding a course of action and possible solutions to parking problems there; and
WHEREAS, One of those recommendations was to conduct a parking study that could identify problems, propose solutions, evaluate future parking needs, and serve as a complementary document and information source for the proposed Spit Comprehensive Plan Update.
Section 1. The Homer City Council finds that conducting a parking study focused on the Homer Spit is in the public interest and hereby appropriates an amount not to exceed $15,000 from the Port and Harbor Reserves for that purpose as follows:

Section 2. The City Manager is hereby authorized to issue an RFP or to solicit bids in another appropriate manner for the parking study.
Section 3. This is a budget amendment ordinance, is temporary in nature, and is a non-code ordinance which shall not be codified.
