ORDINANCE 08-48

AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, ACCEPTING AND APPROPRIATING A DEPARTMENT OF MILITARY AND VETERANS AFFAIRS, ALASKA DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT (DHS&EM) GRANT, 2007-GC-H7-0025, STATE GRANT NUMBER: 07PSIC-GR3403707, IN THE AMOUNT OF $135,618.00 FOR THE HOMER VOLUNTEER FIRE DEPARTMENT (HVFD) PUBLIC SAFETY INTEROPERABLE COMMUNICATIONS.

            WHEREAS, The State of Alaska was required to develop a State Communications Interoperability Plan where one of the primary goals was funding the un-served and underserved communities of Alaska; and

WHEREAS, The HVFD needs to improve interoperability between local, state, and federal agencies they may be called upon to work with in large scale emergencies or exercises; and

WHEREAS, The HVFD is required to be in full compliance with the FCC P-25 standards and ready to utilize the ALMR systems by 2012; and

WHEREAS, The City applied for this grant to replace 12-15 year old analog portable and mobile radios which are no longer capable of upgrading to ALMR or the narrow-band requirements; and

WHEREAS, Portable and mobile radios has been on the City’s CIP list for a number of years; and

WHEREAS, The application was approved by DHS&EM, to purchase 46 Portable Radios and 6 Mobile Radios, for a total of $135,618.00.

            NOW, THEREFORE, BE IT ORDAINED by the City of Homer:

Section 1. That this Grant of $135,618.00 from the Department of Military and Veterans Affairs, Alaska Division of Homeland Security and Emergency Management, is hereby accepted and appropriated as follows and the City Manager is authorized to execute the appropriate documents:

Section 2. This ordinance is a budget amendment ordinance only, is not of a permanent nature, and shall not be codified.
