EMERGENCY

ORDINANCE 09-13

 

AN EMERGENCY ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE FY 2009 OPERATING BUDGET BY APPROPRIATING FUNDS IN THE AMOUNT OF $69,000 FOR THE PURCHASE AND INSTALLATION OF A BACKUP GENERATOR AT CITY HALL.

 

            WHEREAS, Installing a backup generator at City Hall has been discussed in recent years, but the purchase has been delayed in part because of plans to sell the building to the University of Alaska; and

 

            WHEREAS, It has now become critical that a backup generator be installed because City Hall contains many of the servers that run the City IT systems and its new wireless phone system; and

 

            WHEREAS, During the recent extended power outage, City departments that would be crucial first responders during an emergency, such as the Fire, Port and Harbor, and Public Works Departments, found themselves without phones and access to the internet; and

 

            WHEREAS, A backup generator at City Hall is a vital component of the City’s emergency response capability and must be installed as quickly as possible in order to insure public health and safety.

 

            NOW, THEREFORE, THE CITY OF HOMER ORDAINS:

 

            Section 1. The Homer City Council finds that a public health and safety emergency exists and that an emergency budget ordinance is warranted because the City’s emergency response capability is significantly reduced if City Hall loses power for any extended period of time.

 

            Section 2. The Council hereby appropriates funds and authorizes the City Manager to purchase and install a backup generator at City Hall as follows:

            Section 3.  This is a budget amendment ordinance, is temporary in nature, and shall not be codified.

 

            Section 4.  This is an emergency ordinance that shall be in effect for 60 days (HCC 1.08.040).

            ENACTED BY THE HOMER CITY COUNCIL this 13th day of April 2009.
