ORDINANCE 09-14(S)(A)
AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AUTHORIZING THE CITY MANAGER TO ACCEPT AND APPROPRIATE AMERICAN RECOVERY AND REINVESTMENT ACT FUNDING (ARRA-STIMULUS BILL) IN THE FORM OF A LOAN (100% FORGIVEN UPON PROJECT COMPLETION) IN THE AMOUNT OF $190,000 FOR THE PURPOSE OF CONSTRUCTING A STAIRWAY TO ACCESS THE MID-HILLSIDE PRESSURE REDUCING VALVE (PRV) STATION.
WHEREAS, The American Recovery and Reinvestment Act (ARRA) contained funding that was directed to the Clean Drinking Water Revolving Loan Fund; and
WHEREAS, The Drinking Water Revolving Loan Fund can be used to finance improvements to drinking water treatment and distribution systems; and
WHEREAS, The City submitted an application for funding under this program to construct a stairway to access the mid-hillside PRV Station; and
WHEREAS, Public Works recently completed construction and installation of the new mid-hillside PRV station; and
WHEREAS, Access to the PRV station is steep and difficult, especially in wet conditions and when crew members are carrying tools, equipment, and parts; and
WHEREAS, A permanent stairway is needed to provide safe and more convenient access for the purposes of maintenance and repair; and
WHEREAS, The Alaska Department of Environmental Conservation (ADEC) recently notified the City that its application had been approved using ARRA funds; and
WHEREAS, The funding offered is in the form of a loan in the amount of $190,000, all of which will be forgiven if the City successfully completes the project; and
NOW, THEREFORE, THE CITY OF HOMER ORDAINS:
Section 1. The Homer City Council hereby authorizes the City Manager to make application for, accept, execute a loan agreement for, manage, and appropriate ARRA funding in the form of a loan through the Drinking Water Revolving Loan Fund ADWF in the amount of $190,000 which is 100% forgiven upon successful completion of the project as follows:

Section 2. This is a budget amendment ordinance, is temporary in nature, and shall not be codified.
