ORDINANCE 09-27(A)

 

AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE FY 2009 BUDGET BY APPROPRIATING $13,000 FROM THE SUSTAINABILITY FUND FOR THE PURPOSE OF FUNDING A CONTRACT AMENDMENT WITH DEERSTONE CONSULTING, ASSIGNING THAT CONTRACT TO JOEL COOPER AND A NEW CONTRACT WITH JOEL COOPER RELATED TO ENERGY CONSUMPTION AND CO2 EMMISSIONS TRACKING.

 

            WHEREAS, The City Council has adopted a Climate Action Plan and established a Sustainability Fund for the purpose of implementing the Plan; and

 

            WHEREAS, The City has entered into a contract with Deerstone Consulting to evaluate and make recommendations regarding energy consumption and efficiency with respect to City buildings and rolling stock and to develop an energy tracking system; and

 

            WHEREAS, The contract scope of work is nearly complete and the contract is scheduled to terminate on June 30, 2009; and

 

            WHEREAS, Deerstone, in consultation with City staff, has requested that the contract be amended by extending the termination date by three months and adding an additional $5,000 to address an expanded scope of work and unanticipated challenges in gathering the necessary data and information needed to establish the tracking system; and

 

            WHEREAS, Joel Cooper is part of the Deerstone group, specifically responsible for the energy and CO2 emissions tracking component; and

 

            WHEREAS, In consultation with City staff, Joel has requested a new contract in the amount of $8,000 to follow-up on and continue with the work he is doing on the tracking system in order to make it as useful and user friendly as possible before handing it off to the City; and

 

            WHEREAS, The new contract scope of work would include establishing and implementing the new ICLEI Local Government Operations Protocol, implementing the Portfolio Manager Program for energy consumption, and producing a user guide; and

 

            WHEREAS, The City Administration recommends approval of both the contract amendment and the new contract and the assignment of the new contract to Joel Cooper.

 

 

 

            NOW, THEREFORE, THE CITY OF HOMER ORDAINS:

 

            Section 1. The Homer City Council hereby amends the FY 2009 Budget by appropriating $13,000 from the Sustainability Fund for the purpose of amending the existing contract with Deerstone Consulting in the amount of $5,000, assigning that contract to Joel Cooper and entering into a new contract with Joel Cooper in the amount of $8,000, as follows:

            Section 2. This is a budget amendment ordinance, is temporary in nature, and shall not be codified.
