ORDINANCE 09-30
AN ORDINANCE AMENDING HOMER
CITY CODE 14.04.040 AND HOMER CITY CODE 14.08.080 TO PROVIDE FOR THE
DETERMINATION OF SEWER AND WATER RATES ON OR BEFORE DECEMBER 1, 2009, AND
THEREAFTER ON A BIENNIAL BASIS, WITH NEW RATES BECOMING EFFECTIVE ON JULY 1.
THE CITY OF HOMER HEREBY ORDAINS:
Section 1. Homer City
Code 14.04.040 is hereby amended to read as follows:
14.04.040 Sewer Rate
Schedule. a. Sewer utility
services shall be billed according to the schedule set forth by resolution of
the Homer City Council and shall be reviewed
1. On or before December 1, 2009, and
amended, as necessary, to take effect the first full month of service beginning
after December 1, 2009; and
2. Bbiennially
commencing in 2011 and in each odd calendar year thereafter, and amended, as
necessary, to take effect the first full month of service beginning after July
1 of such year, 2009.
b. Domestic sewer service customers who
use large quantities of City water in addition to their domestic use shall be
allowed, with the Public Works Director's approval, to install an additional
water meter on the domestic water use line for the purpose of metering and
charging for domestic sewer system use. Sewer system use will be billed monthly.
Refer to Sewer Meter Policy.
c. The City will allow, upon approval
by Public Works and a permit from the Planning Department, a second water usage
meter to measure the flow of City water that is not discharged to the sewer
system.
Section 2. Homer City
Code 14.08.080 is hereby amended to read as follows:
14.08.080 Schedule of
Rates--Rules and Regulations. a.
Water utility services shall be billed according to the schedule set forth by

b. The City Manager shall have printed
a sufficient number of copies of the water rate schedule approved and adopted
by the City and the copies shall be available for public use upon demand at the
Office of the City Clerk.
Section 3. This ordinance shall take effect upon its
adoption by the Homer City Council.
Section 4. This ordinance is of a permanent and general
character and shall be included in the city code.

Fiscal Note:
The anticipated decrease in revenue for 2009 is computed as
follows:
$400,000 in depreciation for both water & sewer ($200,000 for each
separately)
($167,000
($400,000/12 * 5)) loss in revenue.
If the new rates are not put into effect, the City of Homer will lose
$400,000 that council was trying to fund for depreciation expense in 2010.
