ORDINANCE 09-35(A)

 

AN ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE FY 2009 BUDGET BY APPROPRIATING $33,000 FROM THE PARKS RESERVE ACCOUNT FOR THE PURPOSE OF COMPLETING CONSTRUCTION OF TWO NEW BALLFIELDS AT JACK GIST PARK.

 

            WHEREAS, The City and a very dedicated group of volunteers and contractors have made great progress over the past few years toward getting the new ballfields at Jack Gist Park tantalizingly close to being ready for use and occupancy; and

 

            WHEREAS, The two fields that are in most demand at present still need additional top soil, seeding, drainage work, and other materials; and  

 

            WHEREAS, Mariner Softball, the Little League, and the adult softball league all have very strong local support and the community has responded to the Jack Gist Park project in a very impressive way; and

 

            WHEREAS, Local contractors and volunteers have already donated large amounts of time and equipment to the effort, local businesses have indicated that they will financially support the new fields, Little League and Mariner Softball and their season sponsors have donated funds to help with dirt work, bases, and equipment, and community volunteers have contributed significant amounts in terms of labor and materials to build the new dugouts; and

 

            WHEREAS, Softball has become increasingly popular in the community and Mariner Softball had the largest turnout ever with a Varsity and two JV teams; and

 

WHEREAS, There is a need for more fields to meet the demand, and having a complex that can support multi-day tournaments will help both the high school and Little League sponsor tournaments and bring other teams to town; and

 

            WHEREAS, The new fields could be used for ASA summer ball, would increase quality of life in the community, and would provide another positive recreational opportunity for kids and for adults.

 

 

 

 

 

 

            NOW, THEREFORE, THE CITY OF HOMER ORDAINS:

 

            Section 1.  The FY 2009 Operating Budget is amended as follows:

            Section 2.  This is a budget amendment ordinance, is not permanent in nature, and shall not be codified.
