ALASKA, AMENDING HOMER CITY CODE, CHAPTER 1.72 PORT AND HARBOR ADVISORY
COMMISSION SECTION 1.72.030, PROCEEDINGS OF THE COMMISSION, CHAPTER 1.74
PARKS AND RECREATION ADVISORY COMMISSION SECTION 1.74.030, PROCEEDINGS OF
THE COMMISSION, CHAPTER 1.78 ECONOMIC DEVELOPMENT ADVISORY COMMISSION SECTION
AND 1.78.030, PROCEEDINGS OF THE
COMMISSIONS TO DECREASE THE
FREQUENCY OF REGULAR MEETINGS OF THE PORT AND HARBOR ADVISORY COMMISSION, PARKS
AND RECREATION ADVISORY COMMISSION AND ECONOMIC DEVELOPMENT ADVISORY COMMISSION
FROM ONCE A MONTH TO ONCE EVERY OTHER MONTH. MEET BIMONTHLY.
WHEREAS, The Port and Harbor Advisory Commission, the Parks and Recreation Advisory Commission, and the Economic Development Advisory Commission all act in an advisory capacity to the City Manager and the City Council; and
WHEREAS, Due to the decline in the City’s revenues and the overall economic forecast, budget constraints are necessary to curtail staff time spent on preparing agendas and packets on a monthly basis; and
WHEREAS,
Agendas and packets have been prepared for
monthly meetings that on more than one occasion
have been cancelled due to lack of a quorum; and
WHEREAS,
It is also prudent for in the
City’s best interest to
reduce the number of commission meetings in an effort to lessen the amount of
overtime wages spent on staff attending meetings after hours; and.
NOW,
THEREFORE, THE CITY OF
Section 1. Homer
City Code 1.72.030 is hereby amended to read as follows:
1.72.030 Proceedings of the Commission. The
Commission shall meet regularly bimonthly, every other
month, in the months of January, March, May, July, September, and November once
a month, and at the call of the Chairman. The scheduling of
worksessions and special meetings will be limited for the purpose of hearing
and conducting business of a time sensitive nature. Permanent records
of minutes shall be kept of the Commission proceedings and such minutes shall
record the vote of each member upon every question. Every decision or
finding shall be directed to the City Council at the earliest possible
date.
Section 2. Homer
City Code 1.74.030 is hereby amended to read as follows:
1.74.030 Proceedings of Commission. The Commission shall meet

December. The scheduling of worksessions
and special meetings will be limited for the purpose of hearing and conducting
business of a time sensitive nature. once a month, and at the call of the
Chairman.
Permanent records or minutes shall be kept of the vote of each member upon
every question. Every decision of finding shall immediately be filed in the
office of the City Clerk, and shall be a public record open to inspection by
any person. Every decision or finding shall be directed to the City Council at
the earliest possible date.
