ORDINANCE 09-43
AN ORDINANCE OF THE
WHEREAS, AS 29.20.620 provides that
the Council shall by ordinance provide a method of determining the salaries of
elected City officials; and
WHEREAS, When in the course of
their responsibility a person is given direction to perform specific tasks,
that is a job; and
WHEREAS, A case in point is the Planning
Commission being handed a subdivision development to evaluate and rule on; and
WHEREAS, A case in point is the City Council making management decisions and
recommendations for expenditures in a 20 million dollar budget; or crafting
ordinances to provide services for a city of 5,000 people; and
WHEREAS, The responsibilities, issues,
and decisions you are asked to deal with make this work a job, similar to the
function of a board of directors of a large corporation; and
WHEREAS, The responsibilities and commitment discussed here demand a real
effort, the kind of effort a person would put into a job with pay and benefits;
and
WHEREAS, To expect people to be eager or willing to step forward, give up their
time, and take on these commitments without reasonable compensation or benefits
is totally unrealistic in today’s busy fast paced world.
NOW, THEREFORE, THE
Section 1. Homer City Code 1.24.130, Compensation, is enacted to read as follows:
1.24.130 Compensation. Commencing with the budget for the 2011 fiscal year, the council annually shall establish the compensation for the mayor and council members as part of its authorization of the budget for the next fiscal year; provided that the salary of the mayor may not be reduced during the term of office of the mayor.
Section 2. Homer City Code 1.76.070, Compensation, is enacted to read as follows:
1.76.070 Compensation. Commencing with the budget for the 2011 fiscal year, the council annually shall establish the compensation for commission members as part of its authorization of the budget for the next fiscal year.
Section 3. This
ordinance shall take effect upon its adoption by the Homer City Council.
Section 4. This ordinance
is of a permanent and general character and shall be included in the City Code.
