AN
ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE FY 2010 OPERATING
BUDGET BY APPROPRIATING $15,000 FROM THE CITY SUSTAINABILITY FUND FOR THE
PURPOSE OF CONDUCTING ENERGY AUDITS AND COST ESTIMATING ON SEVERAL CITY
BUILDINGS AND FACILITIES.
WHEREAS, The Homer City Council has
adopted a Climate Action Plan and received a final copy of the Deerstone Report which among other things, provides
recommendations on how to implement the Plan; and
WHEREAS, The Council wishes to
implement the Climate Action Plan as quickly as is feasible in order to reduce
energy costs and the City’s CO2 emissions; and
WHEREAS, The City will soon have
access to “Stimulus” funding that can be used to make City buildings and
facilities more energy efficient including the Energy Efficiency and
Conservation Block Grant administered by the Alaska Energy Authority and the
Performance Contracting Program administered by the Alaska Housing Finance
Corporation; and
WHEREAS, It is in the City’s
interest to conduct a few energy audits using funds from the Sustainability
Fund on selected City buildings and facilities prior to applying for grants or
loans in order to proceed with implementation quickly, create “shovel ready”
projects and provide the City with better information regarding how to best use
available funds and funding sources; and
WHEREAS, It
is also in the City’s interest to issue a Request for Proposals or
Qualifications that solicits proposals from qualified energy auditors or
auditor/contractor teams and to authorize a “term contract” to increase
efficiency and keep costs down.
NOW, THEREFORE, THE CITY OF HOMER
ORDAINS:
Section 1.
The Homer City Council hereby amends the FY 2010 Operating Budget by
appropriating $15,000 from the City Sustainability Fund for the purpose of
conducting energy audits and cost estimating in City buildings and facilities
as follows:

Section 2.
The City Manager is authorized to issue a request for proposals or
qualifications from qualified energy auditors or auditor/contractor teams to
conduct energy audits and cost estimating to make City buildings and facilities
more energy efficient.
Section 3.
This is a budget amendment ordinance, is temporary in nature, and shall not be
codified.
