AN
ORDINANCE OF THE CITY COUNCIL OF HOMER, ALASKA, AMENDING THE FY 2010 OPERATING
BUDGET BY APPROPRIATING $14,000 FROM THE LIBRARY PROJECT FUND FOR ENERGY EFFICIENCY
MEASURES AT THE LIBRARY.
WHEREAS, The City has received
written recommendations from a qualified mechanical administrator working with
the group that authored the Climate Action Plan Implementation Report and from an
independent mechanical/electrical design consultant regarding energy
consumption and possible efficiency measures at the library; and
WHEREAS, The reports concurred that
the library may be consuming up to 30% more energy than is optimal for a
building of that size and type using generally accepted guidelines and made
similar recommendations regarding measures that might be taken to improve
efficiency; and
WHEREAS, The Library Advisory Board
has reviewed both reports and provided the Administration and Council with
recommendations regarding energy efficiency and other capital improvement
projects; and
WHEREAS, The Administration
recommends moving forward now on many of the energy efficiency measures and
doing some of the remaining projects later after further review, analysis, and
design work has been completed.
NOW, THEREFORE, THE CITY OF HOMER
ORDAINS:
Section 1.
The Homer City Council hereby amends the FY 2010 Operating Budget by
appropriating $14,000 from the Library Project Fund for energy efficiency
measures at the Library as follows:
