Meeting Synopsis

 

 

 

 

 

Session 07-01 a regular meeting of the Public Arts Committee was called to order by Chair Alderfer at 11:12 am on January 18, 2007 in the City Hall Cowles Council Chambers located at 491 E. Pioneer Avenue, Homer Alaska.

 

Present:  Connie Alderfer, Chair, Mike Yourkowski, Angie Newby, Gaye Wolfe, Dave Anderson, Angie Newby

   CALL TO ORDER

 

  APPROVAL OF AGENDA

 

  APPROVAL OF MINUTES – (October 19th 2006) – Approval Unanimous

 

  VISITORS

 

 STAFF & COUNCIL REPORT/COMMITTEE REPORTS/BOROUGH         REPORTS        a.  Capital Improvement Projects – Rachel will report at next meeting.

b. Fred Meyer/Town Center:   Connie will try to get in touch with Councilmember Wythe in regards to comments made at the August 28th meeting and street improvements.  Rachel will look for final Town Center Task Force recommendations.

                        c. Email from City Clerk in regards to reappointment to PAC.  Rachel reported that all PAC members including Gaye Wolfe were up for reappointment.  There were questions from some members who thought they may have renewed just last year and Rachel will look into this.  Discussion on staggering appointments so everyone is not up at the same time.  Rachel will look into the process.

                                   

  PUBLIC HEARING - none

 

  PENDING BUSINESS or OLD BUSINESS Administrative Guidelines or “Bylaws” Gaye made a motion to accept the changes made so far to the Administrative Guidelines that were finished at the previous work session.  Angie seconded – no objections, unanimous consent.

 

Discussion on adding a section on deaccessioning.  Connie referred the committee to the City of Stockton Public Art Master Plan and asked Dave to read this section.  Comments included:  Gaye wondered about the opportunity to give back or sell back the art to the artist or even a possible trade?  She also expressed interest in contacting the artist first for their opinion on what should be done with the artwork.  Is there still a value in the artwork that would be in question?  Connie mentioned that there could still be a value but maybe just no longer appropriate for the city.  While Gaye felt the first person contacted should be the artist, Dave questioned this approach since the city is the owner of the work, not the artist.  Connie also felt that this approach might seem unusual as what is the difference between the city buying and owning the artwork vs. a private citizen buying artwork.  A private citizen would not feel obliged to contact the artist.  The committee agreed unanimously to insert the following language from the Stockton plan into the Homer Art Administrative Guidelines under the Preservation of the art collection:

 

3. Deaccessioning

 

The City has the responsibility for conserving the collection, and because the disposal of artworks may have serious implications for the artists, removing the items from the collection should be a deliberate and seldom-used procedure.  It is the policy of the City not to dispose of works simply because they are not currently in fashion and not to dispose of works whose worth might not yet be recognized.

 

The Public Art Committee may recommend any of the following courses of action as a result of a Deaccessioning review.  The Committee shall not be limited to these courses of action and may suggest new methods as may be demanded by a particular set of circumstances: a. Relocate the work of art.  This course of action shall be given highest priority; b.  Remove the work from display and maintain in safe storage.

 

The Committee adopted the Administrative Guidelines and directed Rachel to send the Guidelines to the City Council for approval.

 

  NEW BUSINESS – Memo from City Clerk:  2007 Meeting Schedule – Meeting schedule was approved with the exception of the October 18th meeting due to a city holiday was changed to Friday, October 19th at 11:00 am.

  INFORMATIONAL MATERIALS – Memo to Walt Wrede from Parks & Rec/Poopdeck Trailhead Signs – There was little discussion due to lack of time.  Postponed.

  COMMENTS OF THE CHAIR - There was discussion on budget implementation.  Connie expressed her desire to look at what art we now own.  She felt that the next steps for this committee would be to 1.  Look at upcoming projects that need PAC guidance and implementation and 2.  Go through the newly adopted administrative guidelines and figure out the steps that need to be taken in order to implement them.  Connie also mentioned that she would attempt to contact Beth Wythe in regards to street improvements and how street improvements would certainly offer this committee and the town more opportunities for art.

  COMMENTS OF THE Committee

Gaye Wolfe commented on looking forward to the opportunity to create the walking town we are all looking for. Gaye wondered about the possibility of art at the South Peninsula Hospital.  She commented that she had recently acquired the “Call for Artists” packet from the Central Peninsula Hospital in Soldotna.  Other committee members were interested in seeing the packet and Rachel will make it available at the next meeting.

Angie voiced similar comments and expressed that through additional signage or park benches at each corner, it could give the town a real sense of continuity.  She also praised Connie for her work and leadership on the Administrative Guidelines and thanked Gaye for joining the Committee.
