Meeting Synopsis

 

Session 09-04 a meeting of the Public Arts Committee was called to order by Chair Newby at 11:15 am on April 19, 2009 in the City Hall Council Chambers located at 491 E. Pioneer Avenue, Homer Alaska.   


Present: Angie Newby, Trina Fellows, Marianne Aplin, Gaye Wolfe, David Anderson, Hope Finkelstein

APPROVAL OF AGENDA – Approved with additions under pending Airport add “Gateway” to include airport, marine terminal and Baycrest hill and adding fundraising under new business.  

APPROVAL OF SYNOPSIS – Approved as presented

VISITORS – none

STAFF & COUNCIL REPORT – None

 

PENDING BUSINESS

1.     Homer News Map:  This was due in April and Angie went over the draft with the Homer News and gave the ok to print. There was no logo used, as it was too small to be visually effective. “Public Art is in the heART of Homer” is how the ad reads.

 

2.     RFP for Poopdeck Sculptures: The RFP went out and there were no responsive bids. It was discussed and suggestion made to talk to Public Works to see how complicated it would be to extract it. It would be hard to reinstall, as it is not freestanding without underground support. Motion was made and carried unanimously - considering history background and present condition of the sculpture on Pioneer Ave, it is recommended we use the deaccessioning clause in the PAC administrative guidelines to have this sculpture removed possibly offering it for sale to the community. This would include getting written permission from the artist that he approves of this action. The sculpture on Hazel will remain. Dave Anderson will ask for a written ok from the artist. If someone acquires the piece for personal use, any funds collected will go to the PAC.

 

3.     Airport: They are finishing up the grouting on the tile and there are several places to put a wall mural. There are areas of interest for the Public Art Committee to enhance the new paint and tile on the floors. The PAC would like to meet at the airport for May’s worksession. 

 

Looking at the “gateways” to Homer the airport, ferry terminal area, and top of the hill are all first impressions of Homer and this committee needs to be part of making these areas pleasing. There are some grants for the Scenic Byways and maybe we could look into helping with that which will come around next March.   

 

4.     Reappointments:  Dave Anderson will not be reapplying, this is his last meeting, and Karin Marks will not be signing for another term. Angie Newby and Trina Fellows have been confirmed for a 1 year terms ending 4/28/2010, Gaye Wolfe, Marianne Aplin, and Hope are signed up for 2 year terms ending 4/28/2011.    

 

5.     Jean Kean Memorial:  The Homer Council on the Art is working on this and if it becomes an issue of being on public property or if the PAC is needed they will contact the committee. It was voted to remove this item off the pending business in the future.  

 

 

 

 

 

 

New Business

 

1.     Fundraising – there may or may not be line items for Art in the city’s budget so it is important to get resources to maintain public art in the future. We need to think of private money. A possible fundraising idea could be on 7/21 during the street fair. Concert on the lawn could also be an outreach of information and with the good work over the last few years; it would be nice to show that off. Maybe a flyer with the public art at the library, performing arts wall and animal shelter.

 

 

COMMENTS OF THE CITY STAFF – Just a reminder to watch out for stimulus money and projects that would qualify for the 1% for the art.

 

COMMENTS OF THE CHAIR – Dave will be missed. He is a great contribution to the community. Angie will be gone next month in Africa and she appreciates this committee and looks forward to another year and for someone else to chair. Dru we appreciate all you have done for us and wish you well in the future.

 

COMMENTS OF THE COMMITTEE –

·         Hope – this is an exciting committee and I’m excited to toot our own horn and document our achievements and move into the future.

·         Gaye – Dave you will be missed and how much you have done over the last 16 years that I have been here. I know other things will rise up that you will take on with the same passion as you have served this committee for 7 years.

·         Dave – Thanks to Dru for support and guidance through the regulations and rules, you have done a good job. I want to thank this committee and for a lot of fun and work and am happy about what we have done and excited about the new stuff coming up. Bring art to the forefront and as I think of the visitors, I’m thinking that these gateways are an opportunity to know they have reached our city limits. 

·         Trina – I want to thank Dru for all your work and I think we have a lot of work ahead of us that needs to be done. 

·         Marianne - Thanks to Dave and Dru for their services and thank Angie for her willingness to serve as chair.
