Session 07-05 a regular meeting of the Public Arts Committee was called to order by Chair Newby at 11:08 am on May 17th, 2007 in the City Hall Cowles Council Chambers located at 491 E. Pioneer Avenue, Homer Alaska.

CALL TO ORDER

PUBLIC HEARING - none
PENDING BUSINESS Poopdeck art: Discussion on the Poopdeck signs with Dave giving us some background information. Dave stated that the signs have been vandalized on three separate occasions. Dave and Leo fixed the first time, the second time the signs were vandalized they decided to remove the ovals, as they seem to be the main target. The third time, Leo was greatly disheartened and he and Dave decided it was best to simply remove the monument all together and put in a place where they would not be subject to such abuse. He stated that it was sad to see a cool piece of artwork turn into an eye sore.
Discussion on what it would take to remove the pieces. Quite a bit of work was involved in placing these pieces. There are 3’ to 4’ sono tubes in the ground and it was suggested to possibly cut off at the feet. There would also be no guarantees in the removal that they would not suffer damage. Leo and Dave would like to see the pieces removed and put on the KHLT garden site and this is with KHLT approval. (Kachemak Heritage Land Trust). The Pioneer piece definitely receives more damage than the piece at the other end of Poopdeck. Karin asked if Leo would be willing to change his art. Dave responded that Leo does not want to himself but does believes that Leo might be open to someone else tackling this project.
Discussion on identifying ownership and who owns the land underneath the art: Bay Realty? City? State ROW? Dave will look into these questions.
Gaye stated that we need to take the time to physically inspect these pieces and form a plan of action. Dave will talk to Barb about ownership and land ownership questions. Discussion on how to avoid this in the future. Rachel stated that there are safeguards in place in our administrative guidelines so vandalism is thought about while selecting the art. Dave mentioned that this was taken under consideration however these particular pieces have just really been a target.
