A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA IN SUPPORT OF HOUSE BILL 243 AND/OR CS HOUSE BILL 243 AND THE COMPANION SENATE BILL 178, RELATING TO TAXES ON MOTOR FUEL USED IN OR ON BOATS AND WATERCRAFT.
WHEREAS, it is the purpose of the legislature to encourage municipalities to assume responsibility of harbors within their boundaries that are currently maintained by the state and to impose taxes on motor fuel used in or on boats and watercraft to produce revenue to maintain those harbors; and
WHEREAS, the Homer City Council approved the TORA and Bill of Sale with the State of Alaska for the Homer Harbor April 12, 1999; and
WHEREAS, this tax would produce revenue toward the maintenance of the Homer Harbor and is needed especially with the ten percent (10%) budget cut adopted for CY 2000; and
WHEREAS, an amendment is proposed to the bill that will mandate that a municipality adopt an ordinance stating that one hundred percent (100%) of the marine fuel tax will be deposited into a fund allocated for the maintenance of the municipal harbor; and
WHEREAS, the City of Homer voices no objection to allocating marine fuel taxes to the maintenance of its harbor.
NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska supports House Bill 243 and/or CS House Bill 243 and the Companion Senate Bill 178, relating to taxes on motor fuel used in or on boats and watercraft.
