A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA TO OPPOSE ANY LIMITED RESTRICTIVE MEASURES ON COMMERCIAL FISH PROCESSORS IN THE GULF OF ALASKA.
WHEREAS, under the American Fisheries Act, the Bering Sea pollock resource is now closed to any new processors and the ability of fishermen to sell their pollock product to new markets is severely restricted; and
WHEREAS, there is a movement in the Gulf of Alaska by several processors, represented by the Ground-fish Data Bank, to achieve a similar restrictive access to pollock and other groundfish resources; and
WHEREAS, the testimony to Congress given by the Groundfish Data Bank implies representation of the whole Gulf of Alaska including the Kenai Peninsula; and
WHEREAS, the City of Homer recognizes fisheries and processing shifts are greatly cyclic and recognizes its primary processing seaports of Seward, Kenai, Homer, and Seldovia have gone through great shifts in processing in the past thirty years; and
WHEREAS, the City of Homer recognizes that to have the residents or future processors limited to any species in the Gulf of Alaska would be detrimental to the overall economy of the Kenai Peninsula Borough.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF HOMER THAT:
Section 1. The City of Homer strongly urges the Alaska Congressional Delegation to oppose any propositions that would limit the processing capabilities of current and future processors in the Kenai Peninsula Borough.
Section 2. The City of Homer:
a: strongly supports the Magnuson-Stevens Act and the Regional Council process set up for implementing changes to regional fisheries; and
b. encourages the Alaska Congressional Delegation to demand any Congressional changes to the Magnuson-Stevens Act be reviewed by the appropriate Regional Fisheries Management Council set up for that purpose; and
c. that any measures regarding restrictive, access to fishing or processing in the Gulf of Alaska first be addressed at the North Pacific Fisheries Management Council.
Section 3. That this resolution be sent to Senator Ted Stevens, Senator Frank Murkowski, Congressman Don Young, Governor Tony Knowles, and the Kenai Peninsula Legislative Representatives and Senators.
