A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA AUTHORIZING THE CITY MANAGER TO EXPEND $5,900 FOR THE ENVIRONMENTAL PROTECTION AGENCY, NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT AND TO EXECUTE THE COOPERATIVE AGREEMENT BETWEEN THE CITY AND THE ALASKA DEPARTMENT OF ENVIRONMENTAL CONSERVATION.
WHEREAS, the Wastewater Treatment Plant operates under a permit issued by EPA, the National Pollutant Discharge Elimination System permit (NPDES), which was applied for in 1996 and expired May 1997; and
WHEREAS, Environmental Protection Agency (EPA) does not charge for this permit, however, the Alaska Department of Environmental Conservation (ADEC) musts include information with the permit dealing with State water quality issues; and
WHEREAS, ADEC has determined that they have no staffing to work on expired permits and have proposed a cooperative funding agreement, which allows for the hire of additional personnel; and
WHEREAS, the agreement will cost the City of Homer $5,900 and is unbudgeted.
NOW, THEREFORE, BE IT RESOLVED by the Homer City Council that the City Manager is authorized to expend $5,900 for the NPDES Permit and to execute the Cooperative Agreement between the City and ADEC.
PASSED AND ADOPTED by the Homer City Council this 13th day of March, 2000.
