RESOLUTION 00-53



A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA REQUESTING THAT BUSINESSES ALONG THE BYPASS CREATE LANDSCAPED BUFFERS BETWEEN THE SIDEWALK AND THEIR PARKING LOTS AND THAT THE PLANNING COMMISSION DEVELOP LANDSCAPING ORDINANCES AND PARKING LOT ORDINANCES.



WHEREAS, NBA and Tesoro/Burger King have set a standard for appropriately landscaped buffers and signage and deserve to be recognized for their efforts; and



WHEREAS, the USFW Maritime Refuge Visitor Center and the Chamber of Commerce Visitor Center will be built soon on the Bypass and this will increase traffic and pedestrian use; and



WHEREAS, large dumpsters should be visually buffered from the road; and



WHEREAS, a unified landscaped buffer along the Bypass will add to the quality of life for residents and visitors alike; and



WHEREAS, Homer Comprehensive Plan Update page 2 states "that the City shall encourage the beautification and retention of natural vegetation throughout the commercial business core and institute a landscape ordinance, in recognition of climate moderation, noise diffusion, and habitat and aesthetic benefits of natural vegetation"; and



WHEREAS, Public Works is now accepting orders for flowers from the public; and



WHEREAS, City Wide planting day is June 3rd.



NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska request that businesses along the Bypass create landscaped buffers between the sidewalk and their parking lots and that the Planning Commission develop landscaping and parking lot ordinances that will create these buffers; and



BE IT FURTHER RESOLVED that the City Clerk mail copies of this Resolution to all businesses along the Bypass.



PASSED AND ADOPTED by the Homer City Council this 23rd day of May, 2000.
