RESOLUTION 00-66



A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA SETTING AN INTERIM ZONE CONNECTION FEE of $2,500 FOR EXTRATERRITORIAL WATER AND SEWER SERVICE CONNECTIONS AND ANY OTHER "SPAGHETTI LINES".



WHEREAS, Periodic requests are made to the City to waive the requirements of HCC 13.24.040 (f) Sewer Service, and 13.28.030 (f) Water Service, which state that no service line shall be installed to a property which does not have a mainline directly adjacent to it, except when no other mainline will be constructed to service the property, and then only with the permission of the Public Works Director; and



WHEREAS, the Homer Water and Sewer Standards Committee is presently studying and reviewing these service connections; and

WHEREAS, Most requests for these "spaghetti lines" that are within a reasonable distance from existing mainlines have been granted. Homer City Council is desirous of charging a zone connection fee similar to that stated in HCC Chapter 14.12 Water and Sewer Zone Connection Fee. The formula for arriving at the zone connection fee as outlined in chapter 14.12 is intended for a large benefitting area where mainlines will be extended and serve multiple properties. This formula does not work for a single service to a single property. As these requests have come up in the past, much time has been spent in determining an appropriate fee to charge the benefitting property owner in a spaghetti line extension. Most times, the fee that is arrived at to serve as a zone connection fee has been between $2000 and $2500; and .



WHEREAS, In order to standardize a fee that would provide for a "buy in" to the water and/or sewer infrastructure, a recommendation is made to establish a "spaghetti line zone connection fee" of $2500 for each service; and



WHEREAS, this interim zone connection fee shall stand until such time as it is reviewed and modified; and



WHEREAS, this interim zone connection fee is for property up to one acre.



NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Homer setting an interim zone connection fee of $2,500 for Extraterritorial Water and Sewer Service Connections and any other "Spaghetti Lines".
