RESOLUTION 00-81



A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HOMER, ALASKA SUPPORTING THE CONSTRUCTION OF BARTLETT/HOHE REHABILITATION PROJECT EXTENSION OF BARTLETT TO THE SOUTH PENINSULA HOSPITAL, MAIN STREET FROM PIONEER AVENUE TO THE STERLING HIGHWAY, NOMINATING THE CONSTRUCTION OF MAIN STREET TO CURB AND GUTTER DESIGN, SUPPORTING THE SPIT SEPARATED PATHWAY AND END OF ROAD WAYSIDE PARK, AGREEING TO PROVIDE THE REQUIRED RIGHTS-OF-WAYS, SUPPORTING THE CONSTRUCTION OF A CUL-DE-SAC AT THE END OF THE STERLING HIGHWAY AND AGREEING TO TAKE OVER THE OWNERSHIP AND FULL YEAR ROUND MAINTENANCE OF THESE PROJECTS UPON CONSTRUCTION COMPLETION.



WHEREAS, the ADOT/PF will be doing the Bartlett/Hohe Rehabilitation Project and have agreed to extend this project to include the section of Bartlett Street from Fairview Avenue to the South Peninsula Hospital; and



WHEREAS, The ADOT/PF will repave Main Street from Pioneer Avenue to the Sterling Highway as a maintenance overlay project if the City of Homer assumes maintenance responsibilities for this section of Main Street; and



WHEREAS, ADOT/PF will consider reconstruction to curb and gutter design in the future upon nomination by the City of Homer supporting the reconstruction of main street and committing to ownership and maintenance after construction; and



WHEREAS, the Spit Separated Pathway from Kachemak Drive to Freight Dock Road was completed October 31, 1999 and has been widely used; and



WHEREAS, the City of Homer provides the right-of-way on the west side of the harbor for the continuation of the Spit Separated Pathway from Freight Dock Road to Fish Dock Road and for the End of the Rod Wayside and supports the construction of a cul-de-sac at the end of the Sterling Highway as a part of this project.



NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska hereby supports the construction of Bartlett/Hohe Rehabilitation Project Extension of Bartlett to the South Peninsula, Main Street from Pioneer Avenue to the Sterling Highway, nominating the construction of Main Street to curb and gutter design and supporting the Spit Separated Pathway and End of the Road Wayside, agreeing to provide the required rights-of-ways for the Spit Separated Pathway and End of Road Wayside Park and supporting the construction of the cul-de-sac at the end of the Sterling Highway and agreeing to take over the ownership and year round full maintenance of these projects upon construction completion.
