RESOLUTION 00-82



A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HOMER, ALASKA AMENDING COUNCIL'S OPERATING MANUAL BY PROVIDING FOR ORDINANCES TO BE INTRODUCED ON THE CONSENT AGENDA.



WHEREAS, pursuant to City Code and Alaska Statute 29 Ordinances have to be introduced and have a first reading; and



WHEREAS, the Council's Operating manual states that Ordinances will be introduced and receive first reading under Ordinances on the agenda; and



WHEREAS, there are many ordinances that simply correct grammar, delete obsolete wording and accept and appropriate grants and could be best served by being on the Consent Agenda.



NOW, THEREFORE, BE IT RESOLVED by the City Council of Homer, Alaska that the Council's Operating Manual is hereby amended by providing for Ordinances to be introduced on the Consent Agenda as follows:.



CONSENT AGENDA



The following business items are appropriate for the consent agenda. These items are acted upon by one motion for approval of the Consent Agenda. If discussion is requested on an item that item may be removed from the Consent Agenda and placed on the Regular Agenda.



1) Minutes approval

2) Liquor license renewals and transfers

3) Any gaming permit requiring approval of the local government unit.

4) Confirmation of Commission & Board Appointments

5) Resolutions (of a general nature required for normal business operations of the City)

6) Requests to hold Executive Session.

7) Change Orders

8) Travel Authorization

9) Ordinance introduction and first reading and setting the public hearing date.

9. ORDINANCES



For first and second reading of ordinances, and all formal votes on motions of amendment, adoption or other disposition of ordinances. Votes are taken by roll call. Placement of an ordinance is limited to the City Manager, Mayor or Council Members. However, introduction/first reading of Ordinances and setting of public hearing may be placed on the Consent Agenda



Editing form for Ordinances: Deletions are characterized strike over and may be in brackets. Additions are characterized by bold lettering and underlining.



Sponsors, authors, Directed by Council or Requested by staff may be placed at the top of the Ordinance.
