A RESOLUTION OF THE HOMER CITY COUNCIL FINDING THE NEED TO CREATE THE OCEAN DRIVE LOOP BLUFF EROSION CONTROL IMPROVEMENT DISTRICT AND SETTING A DATE FOR PUBLIC HEARING, NOVEMBER 13, 2000.
WHEREAS, HCC 17.04.030 requires that one-half or more in value of the property to be benefitted may petition the City Council; and
WHEREAS, a petition was received by the City in May of 2000, with signatures of property owners affected by the erosion of the bluff adjacent to Ocean Drive Loop; and
WHEREAS, the property owners have requested that the City form an improvement district to address this erosion problem with the understanding that in all likelihood they will be assuming 100% of the project costs; and
WHEREAS, the City will attempt to obtain outside funding to assist with this project; and
WHEREAS, the Homer City Council finds the need to create a local improvement/assessment district pursuant to HCC 17.04.030 (b) for bluff erosion control adjacent to Ocean Drive Loop; and
WHEREAS, pursuant to HCC 17.04.040(b) the City Council sets the date for public hearing on the necessity of the improvement and proposed improvement plan; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Homer finds the need to create the Ocean Drive Loop Bluff Erosion Control Improvement district and sets the date for public hearing as November 13, 2000 at a Regular Council Meeting.
