A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HOMER, ALASKA, AMENDING THE CITY OF HOMER FEE SCHEDULE REGARDING WATER RATES FOR BULK WATER/RESELLERS OF WATER.
WHEREAS, existing customers deserve an effectively operated water system with rates set as low as possible; and
WHEREAS, end users of water from the City should pay the same service charge; and
WHEREAS, charging a user fee for filling bulk water hauler trucks at the Public Works Yard facility and a user fee for filling bulk water trucks at a designated hydrant would pay for operations and maintenance of water dispensing facilities and would encourage users to develop their own water dispensing facilities.
NOW, THEREFORE, BE IT RESOLVED by the City Council of Homer, Alaska that the fee schedule is hereby amended regarding water rates for bulk water haulers/resellers of water.
BULK WATER /RESELLER OF WATER FEES:
A commodity charge of $4.20 per 1,000 gallons of water shall apply to bulk water sales provided by tanker truck or fire hydrant plus an additional surcharge of $3.16 per 1,000 gallons of water in order to offset debt service and capital replacement and customer service costs.
Charges for bulk water purchases, including purchases by resellers:
Commodity Charge: $4.20 per thousand gallons
Surcharge: $3.16 per thousand gallons
Monthly service charge per end user: $10.00 per month.
For purposes of the monthly end user service charge, "end user" refers to the final consumer of the water.
$.04 per gallon for filling at Public Works Yard
$.02 per gallon for filling at a designated hydrant away from Public Works Yard

A $750 meter deposit shall apply to metered fire hydrant connections. The deposit will be returned when the meter is returned undamaged. This deposit may be waived upon the recommendation of the Public Works Superintendent.
If a bulk water customer purchases a meter from the City for measuring the quantity of water purchased, it shall be exempt from the monthly meter service charge. It is the responsibility of the
bulk water customer to maintain that meter so the City can accurately determine the amount of water being purchased. In the event the meter fails, it is the bulk water customer's responsibility, at its expense, to repair it or purchase a replacement meter from the City. The City may at any time test the meter for accuracy.
