A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA SUPPORTING SENATE BILL 59, RELATING TO AWARDS OF FEDERAL FUNDS TO MUNICIPALITIES FOR ROAD PROJECTS.
WHEREAS, Senate Bill 59 is an act relating to awards of federal funds to municipalities for road projects and amends AS 19.05 by adding new sections; and
WHEREAS, the amendments include the following and the Department of Transportation and Public Facilities shall be hereinafter referred to as "the department":
1. Each fiscal year, the department, shall award federal funds to municipalities for road projects; that the total amount awarded in a fiscal year may not exceed $20,000,000; that awards are subject to state appropriations of federal funds for municipal road projects; and that appropriations for awards under this section are not one-year appropriations and do not lapse under AS 37.25.010; and
2. A municipality with the power to construct and maintain roads may apply to the department of transportation for an award of federal money for a road project; the project application must contain all information regarding the road project that is requested by the department; the municipality must agree to provide money to match federal funds if a match is required by federal law; the municipality must agree to comply with all other federal requirements for receipt and expenditure of the federal funds for the road project; and the department may not accept an application for a road project until the department determines that the project will qualify for federal funding; and
3. The department shall set priorities for all municipal road projects for which it accepts an application under AS 19.05.155; in setting priorities for projects, the department shall assign a higher priority to road projects involving the reconstruction or rehabilitation of a state maintained road where the municipality also agrees to accept maintenance responsibility for the road upon completion of the project; Unless prohibited under federal law, the department shall include the municipal road projects that it accepts under AS 19.05.155 in a statewide transportation plan in the order of priority as established and in a manner that ensures that municipal road projects qualify for federal funding each fiscal year.
NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska Supports Senate Bill 59, Relating to awards of Federal Funds to Municipalities for Road Projects.
