RESOLUTION 01-32(A)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HOMER, ALASKA COMMUNICATING TO THE
ALASKA REDISTRICTING BOARD THAT THE CITY OF HOMER, ALONG WITH NEIGHBORING KACHEMAK
BAY AND LOWER COOK INLET COMMUNITIES, REMAIN IN THE SAME ELECTION DISTRICT.
WHEREAS, the Alaska Redistricting Board is established under AS 01.10.070 and required to redraw new election districts every ten years following the federal census to make legislative
election districts equal in population; and
WHEREAS, under Article VI of the Alaska Constitution as amended in 1998, the Redistricting Board is conducting
meetings and soliciting public comments concerning proposed redistricting plans to equalize existing election districts; and
WHEREAS, the Alaska Redistricting Board has adopted and encouraged public input on four
redistricting plans; and
WHEREAS, the City of Homer, Kachemak Bay and Lower Cook Inlet communities are inter
dependent upon each other based upon economy, culture, topography, education, transportation,
and the marine environment; and
WHEREAS, under the Redistricting Board Plan it is proposed that community members living directly to the east of the Homer City limits are redistricted and detached from House District
Seven and inappropriately aligned with the Northern Kenai Peninsula; and
WHEREAS, the Kachemak Bay communities of Seldovia, Port Graham, Nanwalek, and others who are closely tied through daily life activities to the City of Homer and the Lower Kenai
Peninsula are proposed to be redistricted to the Kodiak House election district with whom these
communities have little in common; and
WHEREAS, the City of Homer is concerned that the splintering of the Southern Kenai Peninsula into separate House
election districts will significantly and seriously impact effective representation on issues and matters of those living in the
area of Kachemak Bay and the Lower Cook Inlet.

NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska hereby
requests that the City of Homer and surrounding communities on Kachemak Bay and the Lower Cook Inlet be configured
into a House District similar to that identified in the plan proposed by Alaskans for Fair Redistricting (AFFR); and
BE IT FURTHER RESOLVED by the Council that the City of Homer and the same surrounding areas noted above be
joined into a redrawn Senate District to include the Lake and Peninsula Borough and Kenai Peninsula locations to the north
and east of the proposed Senate District mentioned in the AFFR plan, and not to include Kodiak.
