RESOLUTION 01-44(A)
A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA, ADOPTING THE JUNE 20, 2001
RECOMMENDATIONS OF THE HOMER CITY COUNCIL BEACH POLICY TASK FORCE.
Whereas, the Beach Policy Task Force (BPTF) was created by Homer City Council Memorandum 00-66A to identify the
needs and conflicts on city beaches and propose solutions; and
Whereas, the BPTF members met regularly in public meetings to discuss and research topics outlined in Memorandum
00-66A; and
Whereas, expert testimony was given before the BPTF developed the recommendations; and
Whereas, biological studies of Homer tidelands were considered: and
Whereas, beach users and citizens testified expressing their concerns regarding city beaches; and
Whereas, the BPTF Draft Report was made available for review by the public, the Port & Harbor Commission, the
Planning Commission, the Parks & Recreation Commission, City Department Heads, the City Manager, the City
Councilmembers, the Mayor of the City of Homer, and was the subject of a KBBI Radio call-in talk show, in an effort to
consider all needs and conflicts; and
Whereas, the City of Homer beaches are considered by the public to be a public treasure and must be cared for and
managed for intrinsic value and long term natural condition; and
Whereas, the Homer City Council is ultimately responsible for evaluating the implementation and effectiveness of City Policy;
NOW, THEREFORE, BE IT RESOLVED by the City Council of Homer, Alaska the following:
1. The June 20, 2001 recommendations of the Beach Policy Task Force are adopted as Homer City Beach Policy and are
attached as part of this Resolution; and
2. The City Council, on an annual basis or sooner, will direct an evaluation and reassessment of Homer City Beach Policy,
and make changes as required; and .

3. The Administration is directed to begin the Homer City Code amendment process as required to implement Homer City
Beach Policy; and
4. The Administration is directed to implement those Homer City Beach Policies which have no fiscal impact; and .
5. The Administration is directed to prepare a plan and include in the FY 2002 budget those Homer City Beach Policies
with fiscal impact.
