RESOLUTION 01-77

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA SUPPORTING FULL FUNDING FOR THE COMMUNITY JAILS OF ALASKA.

WHEREAS, the City of Homer, in conjunction with a support contract with the State of Alaska, Department of Corrections, owns and operates an eight bed regional jail facility; and

WHEREAS, AS 33.30.011 requires the Commissioner of the Department of Corrections to establish, maintain, operate, and control correctional facilities suitable for the custody, care, and discipline of persons charged or convicted of offenses against the state or held under the authority of state law; and

WHEREAS, the Commissioner of the Department of Corrections, under AS 33.30.031 is authorized to enter into such contracts whereby a confinement facility is operated by a borough, city or approved contractor which holds persons under authority of State law; and

WHEREAS, the fifteen regional jails that have contracted with the Department of Corrections are in need of full funding to continue to provide these essential services in Alaska; and

WHEREAS, the Homer Regional Jail Facility serves the entire Southern Kenai Peninsula; and

WHEREAS, the City of Homer has operated its regional jail under such arrangement with the State of Alaska each year since 1979 and has received no increases since 1995; and

WHEREAS, the Commissioner of the Department of Corrections recognizes the needs and plans to request a modest line item increase for FY03 for the support of the fifteen community jails across the State of Alaska.

NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska hereby supports full funding for the community jails of Alaska.
