RESOLUTION 01-78
A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA URGING THE KENAI PENINSULA BOROUGH
ASSEMBLY TO EXPAND THE SIZE OF THE BOROUGH PLANNING COMMISSION TO FOURTEEN MEMBERS
AND TO GIVE THE CITY OF HOMER FINAL PLATTING AUTHORITY.
WHEREAS, The AS 29.40.020(a) requires each first or second class borough to establish a planning commission
consisting of five residents unless a greater number is required by ordinance and that the membership of the commission be
apportioned so that the number of members from home rule and first class cities reflects the proportion of borough
population residing in home rule and first class cities in that borough; and
WHEREAS, The Kenai Peninsula Assembly is considering Ordinance 2001-29, which limits the membership of the
Borough Planning Commission to eleven members and representation from four of the five home rule/first class cities; and
WHEREAS, Fourteen members would facilitate each of the five cities having representation on the Borough Planning
Commission; and
WHEREAS, The current process of platting is for the Homer Planning Commission to consider the plat and then
everything is forwarded to the Borough Planning Commission, which generally takes 30 to 60 days; and
WHEREAS, The City of Homer obtaining final platting authority within the City of Homer's jurisdiction would facilitate
smoother transactions and alleviate undo hardships upon the Homer's residents.
NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska urges the Kenai Peninsula Borough
Assembly to expand the size of the Borough Planning Commission to fourteen members and to give the City of Homer
final platting authority.
