RESOLUTION 01-86(A)



A RESOLUTION OF THE HOMER CITY COUNCIL DIRECTING THE CITY MANAGER TO BRING BACK TO THE COUNCIL HIS RECOMMENDATION FOR UPGRADING THE CITY'S WATER AND SEWER MASTER PLAN, WITH AN IMPLEMENTATION PLAN TO BEGIN THE EXPANSION OF THE CITY'S PRIMARY SERVICE LINES, WATER SUPPLIES AND SEWER TREATMENT FACILITIES

WHEREAS, The Homer Comprehensive Plan goals states: "Decrease the cost of safe drinking water. Develop a water/ sewer master plan for all the city-, and including new water sources. Improve the sewage treatment for all residents in the City of Homer and surrounding areas, and the city shall pursue the formation of a Water and Sewer Service District for both City residents and non residents." and

WHEREAS, Title 29 (29.35. 100) : "The governing body shall establish the manner for the preparation and submission of the budget and capital program." and

WHEREAS, Among City goals is to: "Provide good quality, cost effective, environmentally acceptable water, sewer and drainage management services in Homer,"

WHEREAS, The City's transition plan for annexation, describes the City' intent and capability to extend essential city services into the territory proposed for annexation in the shortest practicable time; and

WHEREAS, The people of Homer provided a continuation of a 3/4 % sales tax to provide for the expansion and maintenance of the City water and sewer system; and

WHEREAS, The density of the population both within the City and within the proposed annexation areas sufficient to raise concern for the quality of the ground water within the City; and

NOW, THEREFORE, BE IT RESOLVED by the Homer City Council that the City Manager is hereby directed to bring back to the Council his recommendation for upgrading the City's Water and Sewer Master Plan, with an implementation plan to begin the expansion of the City's primary service lines, water supplies and sewer treatment facilities; and

BE IT FURTHER RESOLVED, by the Homer City Council that the master plan be up dated and expanded to determine the immediate and future (10 year) needs of the City of Homer, to begin no later than January 15, 2002, and be completed no later than June 1, 2002. January, 2003.

PASSED AND ADOPTED by the Homer City Council this 13th day of November, 2001.
