RESOLUTION 01-95
A RESOLUTION OF THE HOMER CITY COUNCIL SUPPORTING THE REPEAL OF PROPOSAL NO. 17 AS
PRESENTED BY THE BOARD OF FISHERIES, PER AS 16.05.251, THIS PROPOSAL WILL LIMIT THE SALT
WATER CATCH, FROM NOVEMBER 1 THROUGH MARCH 31, TO TWO KING SALMON.
WHEREAS, The Washington State daily limit is (1) and no annual bag limit; and
WHEREAS, Oregon State daily limit is (1) and no annual bag limit; and
WHEREAS, California Sate daily limit is (2) and weekly limit is (4 or 6); and
WHEREAS, Canadian daily limit is (2) with annual limit of (15-30): and
WHEREAS, The (9) member Fish and Game Advisory Board Committee voted against Proposal 17; and
WHEREAS, Homer has only reached the Guideline Harvest Level of 8,000 Early-Run Chinook, twice since 1986; and
WHEREAS, By-catch reports by ground fisheries (longline, factory longline, pot, factory trawl, trawl catcher vessels)
combined discarded; 63,000+ mixed-stock King Salmon in 1997; 70,000+ mixed-stock King Salmon in 1998; and 43,000+
mixed-stock King Salmon in 1999; and
WHEREAS, The Homer City Council recognizes that the winter King Sport Fishery is a vital part of the local economy,
with a minimal impact to the resource.
NOW, THEREFORE, BE IT RESOLVED by the Homer City Council that we oppose the enactment of Proposal No. 17
as recommended by ADF & G Board.
