RESOLUTION 02-05(A)





A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKAAUTHORIZING THE USE OF HOMER SPIT DREDGE SPOILS FOR THE OCEAN DRIVE LOOP BLUFF EROSION CONTROL PROJECT IN AN AMOUNT NOT TO EXCEED FIVE DOLLARSONE DOLLAR PER CUBIC YARD.

WHEREAS, The Ocean Drive Loop Bluff Erosion Control Assessment District property owners have requested the use of the stockpiled dredge spoils on the Homer Spit, consider the location of their Assessment District to be on the Spit, suggest that their property has contributed much to the formation of the Spit in recent years, and that it would only be fair to allow the use of the dredge spoils material in the Ocean Drive Loop Bluff Erosion Control Project; and

WHEREAS, The Ocean Drive Loop Bluff Erosion Control Project is being paid for by the property owners through a 100% assessment; and

WHEREAS, The Public Works Department estimates that there are up to 20,000 cubic yards of dredge spoils material stockpiled on the Homer Spit and that approximately 18,000 cubic yards are needed for the Ocean Drive Loop Bluff Erosion Control Project; and

WHEREAS, The dredge spoils material consists of sand with little gravel or silt, percent of coal by weight is greater than 30%, the material can not be used as structural fill, is quite adequate for non structural fill and can be used for non structural fill when well draining material is required as in the Ocean Drive Loop Bluff Erosion Control Project; and

WHEREAS, The City recently offered the Spit Dredge Spoils for bid at a minimum bid of $5.00 per cubic yard; and

WHEREAS, It is the intent to use no more than 20,000 cubic yards, as stated, that is available in the pile on the Spit at this time for the project in the amount of one dollar per cubic yard."

NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska authorizes the use of the Homer Spit Dredge Spoils for the Ocean Drive Loop Bluff Erosion Control Project in an amount not to exceed five dollars ($5.00) one dollar ($1.00) per cubic yard.
