RESOLUTION 02-11



A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKAAMENDING THE PROCUREMENT POLICY AND PROCEDURES MANUAL, PROCUREMENT ADVERTISING POLICY.

WHEREAS, After careful review of the Procurement Advertising Policy it is determined that an amendment is necessary regarding responsibilities.

NOW, THEREFORE, BE IT RESOLVED that the City Council of Homer, Alaska hereby amends the Procurement Policy and Procedures Manual, regarding the Procurement Advertising Policy to read as follows:

PROCUREMENT ADVERTISING POLICY

1.0 POLICY

Invitation for Bids or Request for Proposal for public work, services, material, equipment, or supply procurement exceeding $25,000 must be advertised in a newspaper of general circulation within the City, once a week for not less than two consecutive weeks prior to the date for the bid award, unless another form of media is authorized by the City Manager. Additional publications and radio advertisements may also be used and should be considered on non routine projects. This Notice to Bidders/Proponents shall at the time of publication be on file at the City subject to public inspection. In addition, any published notice ordering work to be performed for the City shall be mailed at the time of the publication to any established trade association or plan center, if applicable.

2.0 DEFINITIONS

None.

3.0 RESPONSIBILITIES

3.1 It is the responsibility of the appropriate department director to initiate the necessary advertisement, which shall include a signature line for the City Manager.

A. A review by the City Manager is required prior to advertisement.

B. The City Manager may determine that additional publication entities are to be used.

3.2 It is the responsibility of the City Clerk to coordinate placement of the required advertisements.

4.0 EXCEPTIONS

Based upon the review and recommendation of the Director of Finance, the City Manager may approve exception to this policy.
