RESOLUTION 02-18

A RESOLUTION OF THE CITY COUNCIL OF HOMER, ALASKA REQUESTING THAT THE ALASKA BOARD OF FISH REVIEW THEIR DECISION TO REDUCE THE SOUTH CENTRAL ALASKA RESIDENT HARVEST LIMIT FOR KING SALMON.

            WHEREAS, The Alaska Board of Fisheries has restricted the Alaska resident bag limit for king salmon in south central Alaska to five a year; and

            WHEREAS, The residents of coastal Alaska utilize this fishery as a source of food and income during the winter months; and

            WHEREAS, The Alaska Department of Fish and Game has stated that the lower Cook Inlet winter king fishery has a minimal impact on king salmon stocks; and

WHEREAS, No biological justification or scientific data has been brought forward by the Department of Fish and Game to justify such a restriction; and

            WHEREAS, The Alaska Board of Fish declared, during a special hearing held in Homer in December, 2001, that the five fish limit was NOT an allocation issue; and

            WHEREAS, The following Fish and Game advisory committees: Homer, Seldovia, Central Peninsula, Kenai/Soldotna, Seward, Anchorage and Mat Valley all voted to maintain a status quo of two king salmon per day during the winter season; and

            WHEREAS, The local ADF&G advisory committees represent the residents of these Alaskan communities; and           

            WHEREAS, Cook Inlet and Kodiak king salmon fisheries will be the most restrictive on the West Coast including British Columbia, Washington, Oregon and California.

            NOW, THEREFORE, BE IT RESOLVED that the Homer City Council of Homer, Alaska requests that the Alaska Board of Fish review the decision to reduce the south central Alaska resident harvest limit for king salmon and that a copy of this resolution be sent to Governor Tony Knowles, Representative Drew Scalzi, Representative Ken Lancaster and to the Alaska Board of Fish.
