RESOLUTION 02-64(A)

 

A RESOLUTION OF THE HOMER CITY COUNCIL DIRECTING THE CITY MANAGER TO BRING BACK TO THE COUNCIL HIS RECOMMENDATION FOR THE LOCATION OF THE NEW CITY LIBRARY.

 

            WHEREAS, The current library building was constructed in 1979, contained 8000 volumes, serving a population of 5000 individuals; and

 

            WHEREAS, Since 1982 the City has investigated several building options and locations including expanding the existing building; and

 

            WHEREAS, The Homer Comprehensive Plan required a “Plan for a larger library by determining space needs per services and collection size,”;  and

 

            WHEREAS, the 2000 Space Needs Study determined the need for a building of 17,000 square feet to serve a population of 12,510 people in the year 2020; and

 

            WHEREAS, Phase I of the project, a needs analysis, is complete.  Phase II, site selection and building design are pending; and

 

            WHEREAS, in 2000 the library housed 34000 volumes and served a population of 10,000 people (8000 card holders); and

 

            WHEREAS, to date:  $650,000 has been identified; and

 

            WHEREAS, the lack of location for the New Library hinders the ability to target further funds for the completion of the project; and

 

            WHEREAS, the lack of location makes it impossible to assess the exact amount of construction cost and prohibits the finalizing of design;  and

 

            NOW, THEREFORE, BE IT RESOLVED by the Homer City Council that the Site Location evaluation be performed using a Site Selection Matrix, and that, the West (4) Lots on Hazel Avenue (Owned By The City) be considered along with the Recommendations of the Library Building Committee and Administration;  and

            BE IT FURTHER RESOLVED by the Homer City Council that this evaluation be presented to the Council on January 20th 2003, for site selection by the Council in order to allow for design and fund raising to proceed during the upcoming legislative season.

 

            PASSED AND ADOPTED by the Homer City Council this 23rd day of September, 2002.
